You need new rotors when they're below minimum thickness, warped (causing pulsation when braking), or deeply scored. A mechanic measures rotor thickness with a micrometer and checks for runout with a dial indicator. Resurfacing used to be common, but modern rotors are thinner by design and often can't be machined without going below spec. In most cases, replacement is the better value.
